Former Australian dealer, Frank Alban MLA, supports the salvage cause

By Thornton Kay

Western Australia Australia - The member of the Western Australian Legislative Assembly for Swan Hills, Frank Alban, supports the 2010 increase in tipping fees in Western Australia which 'will stop dumping of good salvage', he told SalvoNEWS. The landfill levy was increased fourfold from A$3 to A$12 per cubic metre for inert waste, and from A$8 to A$28 per tonne for putrescible waste in May 2010*. When asked, with respect to his new political role, whether he would be prepared to assist Australian salvage dealers with efforts they may make to encourage the government to see more being saved from demolition and greater reuse of reclaimed building materials, Frank Alban answered, 'Yes, no problem.' He is a former salvage dealer who used to trade as Frank's Salvage in Bayswater which he gave up in 2008 to become an MLA. Australian news site The Age stated that Victoria's environment minister Gavin Jennings said the increased landfill levies would boost recycling rates beyond 70 per cent and create up to 700 jobs. ''For a long time the cost of sending valuable materials to landfill has been too low,'' he said. ''Within the next decade across Melbourne we will have one-third fewer landfills than today.'' The plan divided business groups, was applauded by environmentalists and criticised by councils, which said they faced the brunt of a community backlash to the increased costs. Virtually all groups welcomed that about $54 million of revenue raised would be spent encouraging recycling and reducing waste. The Environment Protection Authority would get $11 million, in part to create a ''strike team'' to counter an expected rise in illegal rubbish dumping. The remainder of levy revenue - estimated at $180 million over five years - would be spent on a green fund run by Sustainability Victoria. *Comparison of 2010 Australian and UK landfill taxes: Inert waste: Western Australia (A$3cum) 4.47/tonne, UK 2.50/tonne. Active or putrescible waste: Western Australia 15.82/tonne, UK 48/tonne.
